Different providers offer different speed tiers. With FiOS you will get more consistent speed compared to cable, also cable speed is pretty much depending on the time of the day compared to FiOS.
Why is that? well simply reason is the way cable is set up. It is fiber straight to a hub in a neighborhood and from the hub its coax to many houses in the area...so in other words its set up as a LAN, the more users are on...the slower speeds you get.
On the other hand FiOS is fiber straight to your house, so you'll get the same speed u are paying for all the time.
