FIO to lot ten years ago, new neighborhood

When my home was built ten years ago, all the lots had Fiber Optics to each lot (Northhampton Drive SE, at "Carolina Place", off Long Beach Road), Southport, N.C. Why isn't FIO available NOW? Please notify when available. Thanks!
