FIOS in southbay upgraded to 20 mbps?

I was just downloading two files and I noticed that it seemed almost to fastt even for fios. I added up the two speeds and it added up to 19.2 mbps. Has the fios in the South Bay, (Near Los Angeles) been secretly upgraded to the 20 mbps?
