It is most likely the conduit used to pull fiber thru the manholes.

Its true. That is what is called subduct. It is a teflon lined conduit that is fire retardant and also alerts workers to the fiber optic cable.

Yep, that goes to  a underground  green covered hole, where all pre existing  pipings end up.
ONCE you see the guys digging ditches from your panel to some location,  it is coming
